How to Report Fraud

The overall success of the Government’s fight on fraud relies greatly on individuals who identify and report fraudulent conduct to Government agencies. This website serves as one resource for reporting fraud. If you suspect fraud involving Army or Government procurements or involving Government personnel or contractor personnel, you should report it.

  • You can report suspected fraud involving the Army to any one of a number of offices. You may report it to the Army Criminal Investigation Command via the local Army CID office or at the following website: http://www.cid.army.mil/
  • You may also report suspected fraud to the Defense Criminal Investigation Service (via the DOD IG Hotline set forth below).
  • You may report suspected fraud to your local installation Inspector General, or the installation Procurement Fraud Advisor at the Office of the Staff Judge Advocate.
  • Finally, you may always contact the Army Procurement Fraud Division directly by calling (703) 693-1228 or by sending an e-mail to usarmy.pentagon.hqda-otjag.list.pfd@mail.mil
  • If you report fraud, you are entitled to protection from reprisal. Military personnel are protected by 10 U.S.C. § 1034 – the Military Whistleblower Protection Act. DOD employees are protected by 5 U.S.C. § 2302 and Nonappropriated Fund Instrumentality (NAFI) employees are protected by 10 U.S.C. § 1587. Contractor employees are protected by 10 U.S.C. § 2409.   • Army Regulation 27-40 provides a list of indicators of fraud for the Army procurement process. You may access this list at: AR 27-40 (Procurement Fraud Indicators; Figure 8-1, pg 25.)
