U.S. Army Office of Special Trial Counsel (OSTC) (USALSA) Reassignments Process

NOTE:  Failure to complete the guidance given in this information sheet will result in a delay in generating your PCS orders.

Officers/Warrant Officers selected for reassignment from OSTC (permanent change of station – PCS) will receive a Request for Orders (RFO) from Human Resources Command (HRC) via email.  Enlisted Soldiers will be notified via an EPMD message from HRC but will not receive an RFO.

Levy Briefings    LEVY BRIEFINGS CURRENTLY SUSPENDED – SKIP TO LEVY PACKETS

NOTE:  If you are NOT geographically located in the Fort Belvoir/Pentagon area, or if you are doing a local, no cost move (within 50 miles from Fort Belvoir), you are NOT required to attend the Fort Belvoir levy briefing, and you may skip this next paragraph and continue to the “Levy Packets” section.

ALL Soldiers, except local moves or Soldiers not in the Fort Belvoir area, must attend a levy briefing at Fort Belvoir.  You MUST complete and submit all appropriate paperwork in order to obtain PCS orders.  Upon notification of PCS (RFO/EPMD Msg), immediately plan to attend the next available levy briefing at Fort Belvoir.  Levy briefings are held on the 2d and 4th Thursday of each month at 0930 hrs. at 9625 Middleton Road (Bldg. 1189), Fort Belvoir, VA – this is the Directorate of Human Resources (DHR) building.  Topics discussed at the briefing include finance, logistics, transportation, household goods, passports, housing, central issue facility, exceptional family member program, and many other important topics.  This levy briefing is your opportunity to ask questions about your upcoming move or any of the paperwork required in the levy packet.  You MUST be in duty uniform.  No appointments required.

Levy Packets

Everyone must complete a levy packet in order to receive PCS orders. Levy packets consist of a levy briefing information sheet (two pages), your RFO/EPMD Msg, your ORB/SRB, and various other forms (depending on your type of PCS move) that need to be completed and submitted to the OSTC helpdesk: usarmy.belvoir.hqda-otjag.mbx.ostc-support@army.mil

You will generally fall under four types of PCS moves: (1) Local (no cost move); (2) CONUS; (3) OCONUS (not taking dependents); or (4) OCONUS (taking dependents). Below is a breakdown of the paperwork needed for each type of PCS move:

NOTE: DA Forms 5118’s must be signed (or stamped) by a physician assistant! You must visit your PCM or local MTF to complete this.

Orders Process

Once all completed paperwork (levy packet) is received (after the levy briefing, if applicable), the OSTC HR Specialist will review the packet for accuracy/completeness and will forward it to the Fort Belvoir MPD for orders processing.

Miscellaneous Notes:

After attending the levy briefing and upon submission of all completed paperwork (levy packet), the clock starts for processing your PCS orders, however, the Fort Belvoir MPD does not generate PCS orders based on a Soldier’s need to clear housing, or break a lease agreement, or children’s school schedules…. they base it on the Soldier’s report date.  Orders are typically generated within two weeks (up to 30 days for OCONUS moves with dependents). Do not inquire about the status of your PCS orders until a minimum of 30 days have elapsed.  

Contact the OSTC HR Specialist (Military) if it has been over 30 days since you submitted your levy packet with all required paperwork completed. Do not contact the Fort Belvoir MPD directly to inquire about your orders.

If you are going OCONUS AND you are taking your dependents, you should begin the EFMP screening process ASAP, as this is the longest process to complete due to appointments needed for your dependents. OCONUS PCS moves with dependents who are warranted for consideration into the EFMP will require the gaining command hospital’s approval of EFMP screening paperwork, and this process alone could take up to three weeks. Waiting until the last minute to complete the EFMP process will result in delays to your PCS orders.

If you are going OCONUS AND you are NOT in the Fort Belvoir/Pentagon area, you must complete the medical/dental paperwork required for the levy packet by working with your local medical/dental facility (for all medical/dental/family EFMP screening appointments).  Do not schedule an appointment with Fort Belvoir’s hospital.
