Announcement of Death - Mr. Raymond J. Smith
It is with deep sadness that I inform you of the death of Mr. Raymond J. Smith, Chief Warrant Officer Three – Retired.
Mr. Smith died on 26 November 2012 at Hospice of the Chesapeake in Linthicum, Maryland. His wife of 50 years, Ms. Nancy Smith, was at his bedside.
Mr. Smith amassed 36 years of combined Federal service and is best known within the JAG Corps for his many years of outstanding service at Claims Service.
Mr. Raymond Smith was born on 28 June 1933 in Philadelphia, Pennsylvania. He attended public school in Pennsylvania and graduated from LaSalle College High School. He entered active duty with the United States Army in 1950.
Mr. Smith served as an administrative non-commissioned officer at Eighth United States Army Headquarters in Korea, USAREUR Headquarters in Germany, and USAREUR in France. In 1967, he was appointed as a Chief Warrant Officer One in The Judge Advocate General’s Corps. His first assignment as a warrant officer was as the Assistant Adjutant at Fort Totten, New York. After his tour at Fort Totten, he was assigned as the Chief of the Administrative Branch United States Army Claims Service, Fort Holabird, Maryland, where he led the move of Claims Service from Fort Holabird to its present location at Fort Meade, Maryland.
In 1972, Mr. Smith was assigned as a Legal Admin Technician at MACV Headquarters Office of the Staff Judge Advocate in Saigon, South Vietnam, where he assisted in the withdrawal of forces. In 1973, Mr. Smith returned to the United States Army Claims Service at Fort Meade, Maryland, as Chief of the Administrative Branch. Mr. Smith retired from the United Sates Army on 31 December 1977 at the retired rank of Chief Warrant Officer Three.
After working for the State of Maryland for two years, Mr. Smith returned to Federal Civil Service as a Tort Investigator with the United States Army Claim Service. At Claims Service, Mr. Smith specialized in medical malpractice claims and acted as the chief of structured settlements. In 1988, Mr. Smith retired from Federal Civil Service with the United States Army.
His military awards include: National Defense Service Medal with 1 Oak Leaf Cluster; Republic of Korea United Citation; Armed Forces Expeditionary Medal; Army Commendation medal with 2 Oak Leaf Clusters; Korean service medal with 3 Bronze Service Stars; Joint Service Commendation Medal; United Nations Service Medal; Vietnam Campaign Medal with 1960 Bar direct combat service device; Staff Service Medal second class; Vietnam Service Medal; Bronze Star Medal; and The Legion of Merit.
Mr. Smith was laid to rest on 3 December 2012 at Crownsville Veterans Cemetery.
Mr. Smith is survived by his wife, Nancy Smith; his two sons, Kevin and Sean Smith; and his daughter, Kathleen Smith.
