Congratulations to CPT David Koon, 9th LOD, for completing the Stability Operations: Legal Aspects of ROE/RUF in Afghanistan course at the Defense Institute of International Legal Studies, Newport, RI.  CPT Koon was the only U.S. officer in the 18 day course.  Eighteen other officers attended, including officers from Armenia, Bulgaria, Colombia, Czech Republic, Estonia, Latvia, Malawi, Malaysia, Macedonia, Slovenia, and the United Arab Emirates.  CPT Koon had an exceptional experience, including lively discussions and practical exercises in Law of Armed Conflict/Humanitarian Law, rules of engagement, Islamic culture and law, targeting, and detention operations.
