It is with deep sadness that I inform you of the passing of CW4 (Retired) R. Kevin Kelly. Chief Kelly passed away at his home in Galveston, Texas, on Friday, April 17, 2020. He was 66 years old. An internment is scheduled in the Administration Building of Arlington National Cemetery for Tuesday, 2 March at 0900.
Kevin was born in Cumberland Maryland on 17 May 1953 to the late Leon Francis and Ruth Helen (Mathews) Kelly. He retired from the US Army in 2006 after 30 years of Active Federal Service. He retired again from Civilian Federal Service in 2019 after having served as a paralegal since 2006 with the U.S. Army Corps of Engineers.
Kevin enlisted in the Marine Corps after high school in 1971. Upon completing his initial tour, Kevin attended college and subsequently enlisted in the Army as a Reconnaissance Scout (19D); he completed three years as a 19D on the East German border. After his three years in East Germany, Kevin returned to civilian life, but felt the desire for military service once again. Kevin returned to the Army in 1979 as a Legal Specialist (71D). In October 1990, as a Sergeant First Class on the promotion list for Master Sergeant, Kevin was appointed as a Warrant Officer/Legal Administrator.
Kevin’s previous assignments include Legal Administrator 1st Cavalry Division; Legal Administrator, U.S. Army Medical Command; Senior Legal Administrator, Office of The Judge Advocate General, and Senior Legal Administrator, III Corps and Fort Hood. In 2004, Kevin deployed to Iraq in support of Operation Iraqi Freedom.
CW4 (Retired) Kelly’s awards and decorations include the Legion of Merit, the Bronze Star Medal, the Meritorious Service Medal, the Army Commendation Medal, the Army Achievement medal, the Presidential Unit Commendation Medal, the Army and Marine Corps Good Conduct Medals, the National Defense Service Medal, the Global war on terrorism Expeditionary Medal, the Global war on terrorism service medal, the Air Assault Badge, the Combat Action Badge, and the Army Staff Identification Badge.
He is survived by two sisters, Marianne Kuzmiak, and Karen Malloy; two brothers, Michael and Patrick Kelly; and three children, Sean, Megan, and Lucinda Kelly.
A memorial was held at 2pm on 9 May 2020 at the Lighthouse Family Church, 7402 Stewart Rd, Galveston, TX 77551.
