SETM/ETM

The Senior Enterprise Talent Management and Enterprise Talent Management (SETM/ETM) programs are structured Army Civilian professional development system designed to meet the Army’s long-term performance needs.  SETM and ETM are means by which the Army prepares its senior Army Civilians to assume duty positions of greater responsibility.  These programs are designed to provide GS-12 thru GS-15 (or equivalent) employees with an exceptional professional development experience via either senior-level education or an experiential learning opportunity.

 

SETM Modules

  • Defense Senior Leader Development Program (DSLDP) – this is a two-year program where participants will attend Senior Service College plus complete a 4-6 month developmental assignment.  Open to GS-14/15 (or equivalent).

  • Army Senior Civilian Fellowship (ASCF) – this one-year program allows selectees to engage in post-graduate study of issues of importance to the Army and DoD.  Open to GS-14/15 (or equivalent).

  • Senior Service College (SSC) Resident – this is a one-year program where participants will attend either the Army War College or Eisenhower School at National Defense University.  Open to GS-14/15 (or equivalent).

  • Senior Service College (SSC) Distance Education – this is a two-year program, with two two-week TDYs, one at the beginning of the course and the other at the end of the program.  Open to GS-13/1/4/15 (or equivalent) (GS-13s must have completed Command & General Officer Staff College).

  • Naval War College Senior Level Course – this is a one-year program at the Naval War College in Newport, RI.  Open to GS-14/15 (or equivalent).

 

ETM Modules

  • SETM Temporary Duty – this program has the selectee complete a TDY detail not to exceed 179 days, where commands submit detail projects and employee is matched with the developmental detail.  Open to GS-14/15 (or equivalent).

  • Command & General Staff Officer College – this is a one-year program at the Combined Arms Center, Fort Leavenworth, KS.  Open to GS-13 (or equivalent) (GS-12 by exception).

  • Executive Leaders Development Program (ELDP) – this is a DoD Level Program that is  ten-months of intense learning and training experiences across the DoD enterprise with multiple TDY experiences.  Open to GS-12/13 (or equivalent).

  • Naval War College Intermediate Level Course – this is a one-year program at the College of Naval Command & Staff Program in Newport, RI.  Open to GS-13 (or equivalent).

  • ETM Temporary Duty -- this program has the selectee complete a TDY detail not to exceed 90 days, where commands submit detail projects and employee is matched with the developmental detail.  Open to GS-13 (or equivalent). The application window for SETM/ETM is announced annually.  Application must be completed online at: https://www.csldo.army.mil/.   • Leadership Shadowing Experience – this program provides a shadowing experience of an SES for twenty working days.  Open to GS-13 (or equivalent).
